Ok first thing is to learn HTML and or CSS and Javascript.
Then you need a website templete. Unless you own dreamweaver or anyother program you will have to chose a premade one or contact a web designer.We're trying to start a website but are completely in the dark. any tips on tutorials for newbies?
This is a good tutorial for starting out:

And before you buy any software I'd check out KomoZer
http://kompozer.net/
To start building your site in WYSIWYG mode use Kompozer; it's got it's own FTP util for integrated file management. Once you start branching out I'd recommend Dreamweaver and Eclipse for bigger projects, but start slowly first, so you can figure out what you really need.
Cheers!
Seems to be a general question without any direction. You will need to consider the following:
Languages used (not all ';Free hosting'; will give you want you want)
Data storage (Database, Flat File). What type of Database
Money/funds willing to spend on hosting
Objective of the site (see the above)
Complexity of the site (If you plan on doing it yourself then please learn it first before you publish it)
Some excerpts/suggestions:

';google free web templates
and if you want a free site by W3 here is one
Code:
%26lt;html%26gt;%26lt;head%26gt;%26lt;title%26gt;My Free Site%26lt;/title%26gt;%26lt;/head%26gt;%26lt;body%26gt;This is my free site for teens%26lt;/body%26gt;%26lt;/html%26gt;
save that as index.html or index.htm and double click it......
Really you will need to design it, upload it to a web server or ';Host'; will cost you money....there is free hosting out there but you will have to research ';Free hosting'; and make sure they support all of the languages you need to use.';

';you don't buy a server. you can but i would not recommend it considering you do not know what kind of a world you are entering into. Look in to ';Hosting'; and ';Domain sales';. You will need a domain name and a hosting package. You can go for dedicate ip or your ';own server'; but given your statement I would go cheap right now.
check out for hosting and domains
godaddy.com
yahoo.com
aol.com
cox.net
comcast.com
startlogic.com
I prefer Godaddy.com (been with them for 10 years) no issues but others have.
google.com or search.yahoo.com and look up the plans people have.
and you can turn your PC into a web server you will have to make sure that you ISP will allow incoming :8080 (that is port 8080) if they do then get you a cheap router and enable DMZ hosting. That is another thing to talk about.
